News:
This update of April 27, 2009, finds the project well into construction.

Completed aspects of the project include the concrete restoration of miscellaneous damaged curb and gutter, sidewalk and driveway approaches. Also completed are three new concrete bus pad locations serving LA County Metro bus line routes.

Ongoing construction efforts include undergrounding the electrical feeds for the current overhead street lights from Ardmore Avenue to Laurel Avenue. This work involves installing new underground conduit on the north and south sides of Manhattan Beach Boulevard.  

On Wednesday, April 22nd, the Contractor (All American Asphalt) began a process of cold milling (grinding down) the asphalt roadway surface in preparation for new layer of asphalt paving. As of Friday, April 24th, the grinding had been completed. The next several days will see areas with more severe deterioration reconstructed to a full structural depth to provide proper pavement rehabilitation. Final paving is scheduled to take place on Thursday, April 30th and Friday, May 1st. Major traffic impacts and delays should be expected during this phase of pavement construction.

Looking forward:
Upon completion of the pavement restoration efforts, remaining items will include restoration of the lane striping, pavement markings and restoration of traffic signal loop detectors.

As planned, the project remains on schedule for a completion date of May 22, 2009.

Background:
This year's Capital Improvement Program includes a project to enhance and preserve the City's main arterial to the downtown business district: Manhattan Beach Boulevard, from Sepulveda Boulevard to Valley/Ardmore Drive (see attached map). This portion of Manhattan Beach Boulevard was last reconstructed over 20 years ago! The work will involve grinding and overlaying the asphalt roadway surface, constructing bus pads at the appropriate locations, and replacing damaged curb and gutter, sidewalk and driveway approaches wherever necessary. The project will also underground the electrical feeds for the current overhead street lights from Ardmore Avenue to Laurel Avenue.

Construction Schedule:
The General Contractor, All American Asphalt, started construction on March 30, 2009, with the work estimated to last approximately 8 weeks. A City representative will be on-site during this time to assist residents and business owners, as well as coordinate and inspect the work. Affected residents within any immiment construction area will be given at least 72 hours advance notification. In order to assure completion of the project as scheduled, the Contractor will be permitted to work from 7:30 a.m. to 5:00 p.m. on weekdays.

Traffic Control:
Due to the nature of the work, traffic lane closures will be required throughout the various phases of construction. The closure of lanes will be limited between 8:30 a.m. and 3:30 p.m. and one lane of traffic will be required to be open in each direction during working hours. However, delays are to be expected, so plan on taking alternate routes whenever possible.

Parking restriction and street closure signs will be posted 72 hours in advance. The Contractor is required to maintain access to residences in the work area; however, access to some driveways may temporarily be limited due to the construction of an adjacent curb and gutter, sidewalk, or driveway approach.

As an alternative parking option, the City offers monthly permits for a nominal fee of $27 per month that grant the user 24-hour parking privileges at the lower Metlox parking structure (Lower Lot M).
