Manhattan Beach is preparing for a significant weather event resulting from  Hurricane Hilary, currently located off the coast of Mexico. The National Weather Service has issued a flood watch for LA County related to the storm from Sunday afternoon to Monday evening.

Significant rain and wind throughout Manhattan Beach is expected along with increased swells along the oceanfront this weekend and into next week.

PRESS RELEASE (August 21, 2023 12:39 PM): Manhattan Beach Responds To Tropical Storm Hilary (PDF) 

  • To report power outage and receive updates, you may contact Southern California Edison at 1-800-611-1911.
  • Reminder that earthquakes can happen at any time. Please take it as a reminder to be prepared
  • To report cogged drains, downed trees, potholes, etc. use the Reach Manhattan Beach App
  • SANDBAGS - The City distributed 5,000 sandbags! Now that the storm is over, here is what you can do with your sandbags:      
    • REUSE - Store the sandbags in your garage/shed, etc. and reuse them during a future rain event. (preferred option) 
    • RETURN - Beginning Tuesday, August 22, 2023, residents can return the sandbags to the Public Works Yard by stacking them on the palette located in the first parking space in the parking lot. 
    • DISPOSAL - If disposal is a must, schedule a bulky item pickup with Waste Management at (310) 830-7100. Sandbags are considered construction material and cannot be placed in any of the curbside containers.

Following the events of Tropical Storm Hilary, on-site City Hall Public Counter services will be limited on Monday, August 21, 2023. All services will be available remotely. You may contact the specific City Department related to your inquiry. You may contact Community Development staff via email or telephone for inquiries, or conduct business via the City's CSS portal. Standard in-person services are expected to resume on Tuesday, August 22, 2023.

  • Flournoy Road at 30th Street and 29th Street
  • 29th Street at Blanche Road and Flournoy Road
  • 23rd Street at Peck Avenue and Herrin Avenue

TROPICAL STORM, STAY INDOORS. When preparing for the arrival of tropical storm Hilary today, take the following actions:

  • For LIFE THREATENING emergencies call 9-1-1.
  • If you see a DOWNED POWER LINE, assume that it is electrified, stay clear, and call 9-1-1.
  • If you observe downed trees, storm drain flooding/overflows, stay away, and call the non-emergency dispatch 24/7 at (310) 545-4566
  • If you are vulnerable and unhoused, or you observe an unhoused person, call the non-emergency dispatch at (310) 545-4566 for assistance.
  • Be prepared for potential power outages. Check batteries, flashlights, phone chargers. Do not run generators indoors.
  • Secure your outdoor space – move furniture, umbrellas, and other light weight items indoors or to secured areas to ensure they don’t fly away.
  • Gather emergency supplies that allow you to shelter in place during the storm, including food, water, radios, medications, and pet supplies
  • Sand and bags are available at the Public Works Yard for self-service at 3621 Bell Avenue. Limited to four per household.
  • Subscribe for updates on our website, follow the City of Manhattan Beach on social media channels, and sign up for Alert SouthBay for event developments and general resources to stay informed.
  • There is no anticipated interruption to your scheduled trash service.
  • Concerts in the Park on Sunday, August 20, 2023, at Polliwog Park is CANCELED.

Out of an abundance of caution, the Concerts in Park on Sunday, August 20, 2023 at Polliwog Park is cancelled.


When preparing for the storm, take the following actions:
  • Secure your outdoor spaces- move furniture, umbrellas, and other light weight items to indoor or secured areas to ensure they don’t fly away
  • Gather emergency supplies that will allow you to shelter in place during the storm, including food, water, radios, medication, and pet supplies
  • Prepare for power outages with batteries, flashlights, backup cell phone chargers and charging cables
  • Sign up to receive text, email, and phone call emergency alerts for your home, work, and school at www.alertsouthbay.com

The City will remain in contact with the County and State agencies as storm information develops. To report sewer and storm drain flooding /overflows you may call the Manhattan Beach non-emergency dispatch 24/7 at (310) 545-4566.
