Projects are Required to Comply with the Construction and Demolition (C&D) Waste Management Program:

Residential - New residences or additions and/or remodels where there is an increase in the conditioned area, volume, or size, and all demolition projects are required to recycle at least 65% of waste.

Commercial - New commercial buildings and/or additions 1,000 SF or more, alterations (T.I.'s) 1,500 SF or more, and all demolition projects are required to recycle at least 65% of waste.

When the C&D Waste Management Plan Form is Required:

• Submit the C&D Waste Management Plan Form BEFORE permit issuance. It is required for BOTH demolition and construction scopes of work, which means you may need to submit this form for each application type, when applicable.
• The Waste Management Plan Form (PDF) is an electronic, fillable form that will be emailed directly to staff. This form must be completed and submitted prior to the issuance of your permit. Staff will review the form for completeness and its acceptance will be reflected in your permit workflow.

When Recycling Tickets are Required:

• The Waste Management Plan Tickets must be emailed PRIOR to the permit being finalized. Include the following information when submitting your recycling facility tickets:
  • Project address
  • Type of project (please note whether it is a demolition permit or building permit)
  • Permit number
• Submitted tickets will need to be approved prior to receiving a finalized permit. The project is not complete until tickets have been reviewed and approved.

Unless otherwise noted, construction hours and days are as follows:

• Monday through Friday 7:30 AM to 6:00 PM
• Saturday 9:00 AM to 6:00 PM
• Construction is prohibited on Sunday and the following City observed holidays:
  • New Year's Day
  • Martin Luther King, Jr. Day
  • Presidents' Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Columbus Day
  • Veterans' Day
  • Thanksgiving Day and the Friday after Thanksgiving

Submitted Plan Checks for which no permit is issued within 12-months following the date of application shall expire by limitation. You may request a Plan Check Extension or Reinstatement by completing this online form. Additional information regarding plan checks can be found under Municipal Code Section 9.01.040.

Issued Permits shall become invalid unless the work on the site authorized by such permits is commenced within 12-months after permit issuance. You may request a Permit Extension or Reinstatement by completing this online form. Additional information regarding permits can be found under Municipal Code Section 9.01.050.

How to Request an Inspection:

• You can request an inspection no later than 3:00 PM on the business day before you want the inspection to take place. The inspector will be scheduled to be at the job site the following business day. Any inspection requested after 3:00 PM on a business day, weekend, or holiday will be pushed out to the next business day.
• Inspection requests are scheduled through the Citizen Self Service (CSS) Portal. Inspection requests can be made at any time, but will be subject to the cutoff times stated above.
• You must be an active contact listed on the permit to request inspections.
• No work or inspections can take place until the permit has been approved and issued.
• You may only request a maximum of three (3) inspections per project, per day.

• Inspector assignments are subject to change.
• Inspectors do not set appointments.
• Inspectors should arrive within the window of estimated start time and end time noted on the Daily Inspection Schedule.
• When inspectors are unable to complete all assigned work, uncompleted inspection(s) will carry over to the next work day.
• A re-inspection fee may be assessed when work is not ready, approved plans are not on-site, and/or no access has been provided or there is any deviation from the approved plans.

Any construction improvement, repair, remodel, alteration, construction, or demolition projects, including: patio covers, decks, pool or spa installations, sandblasting, most excavation; and, the erection of temporary structures, such as temporary power poles. Permits are also required for re-roofing, window retrofit projects; and improvements to plumbing, mechanical, and electrical systems. When proposed work includes construction or alteration of the sidewalk, alley, or public street, permits may also be required from the Traffic Engineering Division and/or Public Works.

Prior to entering into a sale agreement or exchange of any residential building, the seller/owner or their authorized representative shall obtain from the City a report of the residential building record showing the regularly authorized use, occupancy, and zoning classification of such property.

A Residential Building Report must be applied for online via the Citizen Self Service (CSS) Portal. Information provided is based on the information on record for the specific parcel requested.
