Local Coastal Plan Coastal Hazards Chapter Approved by City Council and California Coastal Commission
The amendment is aimed at addressing coastal hazards and sea level rise, in accordance with City Council direction and State guidance. The Coastal Hazards chapter includes the following elements: coastal hazards present (Sea Level Rise Vulnerability Assessment); public infrastructure and shoreline protective devices currently in place within the Coastal Zone; adaptation strategies (Sea Level Rise Adaptation Plan); and adaptation policies to mitigate the potential impacts from coastal hazards. The Local Coastal Program (LCP) policies address the safety of community members from the potential impacts from natural and man-made hazards, and guidance for the maintenance, rebuilding, or installing of new shoreline protective devices.
On May 3, 2022, City staff presented the LCP amendment, which introduced the new Coastal Hazards chapter, to the Manhattan Beach City Council at a noticed public hearing. At the close of the public hearing, the City Council unanimously approved the LCP amendment and authorized staff to submit the amendment to the California Coastal Commission (CCC) for certification. The amendment was submitted to the CCC for consideration on June 14, 2022. On August 9, 2023, the CCC conducted a public hearing and considered the City's LCP amendment. At the close of the hearing, the CCC unanimously approved the amendment, with minor modifications. The Manhattan Beach City Council adopted Resolution No. 23-0154 on November 21, 2023, after conducting a duly noticed public hearing, which unanimously approved the LCP Coastal Hazards chapter suggested modifications. The LCP was certified by the CCC on February 7, 2024. See our efforts highlighted on Page 20 of the CCC's "Year in Review".

The Cap-and-Trade program also creates a financial incentive for industries to invest in clean technologies and develop innovative ways to reduce pollution. California Climate Investments projects include affordable housing, renewable energy, public transportation, zero-emission vehicles, environmental restoration, more sustainable agriculture, recycling, and much more. At least 35 percent of these investments are located within and benefiting residents of disadvantaged communities, low-income communities, and low-income households across California.
