Private or Public (Right-of-Way) Tree Information

How do I know if I need a permit for a tree?

Here are some general questions to help decide if a tree permit is needed:

  • Is it a private property tree removal located in Area Districts I & II (PDF)?
  • Are there trees 12" or larger located within the 20-foot front yard and corner side yard setbacks of residentially zoned property?
  • Is there a tree on private property or "street" tree that requires protection related to a larger construction project?
  • For street tree removal: Is there any tree 12" or larger that abuts, is in front of, or is adjacent to the property?

How to Apply for a Tree Permit (Private of Public/Right-of-Way)

  1. Apply for a Tree Permit through the Citizen Self Service (CSS) Portal. You will need to register for an account in order to apply for a permit. Once you are registered, click the "Apply" icon and search "Tree" in the available search bar. This will direct you to the Tree Permit.
  2. Follow steps one through six (1-6) and submit your application, to the best of your ability. If you have trouble "adding your location", please use the search function at the bottom of the page and enter the digits of your home address only. Once you click the magnifying glass, all options matching those digits will appear and you can select the correct address.
  3. Following the application submittal, City of Manhattan Beach Urban Forester, Ernest Area, will conduct a determination inspection. If the Urban Forester has already completed a determination inspection, please confirm you have an application submitted through CSS and move to #4 on this list.
  4. After the determination inspection, the Urban Forester will approve your application and build your invoice. Once your invoice is built, you will be sent an automatic email instructing you to pay your invoice through the CSS online payment portal.
  5. Submit any required attachments through CSS after your payment is complete.
  6. After verification of payment and attachments, the Urban Forester will issue your permit, allowing you to start the permitted work.
  7. When your work is completed, please contact the Urban Forester for a final inspection. If you were required to pay a deposit, it will be refunded after your final inspection.
