At the City Council meeting on June 6, 2017 at 6:00 PM, the City Council adopted Resolutions conditionally approving the project.

Staff prepared draft conditions of approval (PDF) for the Paragon/Gelson’s project that was presented to the City Council for its consideration at the June 6, 2017 City Council meeting. Comments on the conditions were forwarded to the City Council on or before that meeting.

On May 2, 2017, the City Council conducted a public hearing and directed staff to prepare Resolutions adopting the Mitigated Negative Declaration and approving the project with additional conditions.

A Use Permit application was submitted to re-purpose a vacant automotive dealership/repair facility at 707 North Sepulveda Boulevard into a food and beverage market with a secondary commercial building. A Planning Commission public hearing for the project began on February 8, 2017, and was completed on March 22, 2017, resulting in approval, which was reported to the City Council at its April 4, 2017 meeting. The City Council at the April 4, 2017 meeting called for a “De Novo hearing” (a new hearing where any evidence, public comments, arguments, etc., will be freshly considered) for May 2, 2017 at the regular City Council meeting. The deadline to appeal the Planning Commission decision was April 11, 2017, and two appeals (PDF) were filed.

A public environmental review period occurred between July 21, 2016, and August 22, 2016. Comments expressing environmental, or other, concerns received during that period are included, and analyzed, in the Response to Comments document listed below.
