As directed at the September 19, 2017 City Council meeting, Staff worked with a community-based Ad Hoc Working Group to craft a series of planning initiatives focused on the Sepulveda Boulevard Commercial Corridor.

On March 6, 2019, the City Council adopted Ordinance No. 19-0004, amending the Manhattan Beach Municipal Code as it relates to commercial development standards in the General Commercial (CG) Zoning District along Sepulveda Boulevard. The amendments allow for increased height on certain larger properties for the purposes of encouraging hotel development.

PROJECT BACKGROUND

Sepulveda Boulevard is a major transportation corridor for the South Bay region. In Manhattan Beach, this corridor runs north-south through the heart of the City, functions as a commercial corridor and houses major tenants such as the Manhattan Village Mall and Shopping Center, Target, Toyota, Skechers Headquarters, as well as medical facilities, financial institutions, salons, fitness studios, automotive shops and small local businesses. 

The Sepulveda Corridor has been discussed and studied many times over the years to determine if more intentional planning could result in more development or cohesion along the highway. Most recently, there was talk of a Sepulveda Specific Plan. Rather than undertaking new planning efforts, staff evaluated previous reports and recommended various planning initiatives focused on economic vitality, planning, parking, traffic and corridor beautification.

At the November 7, 2017 City Council meeting, the City Council approved the Sepulveda Initiatives Work Plan and established a Working Group to be appointed by the City Manager. The group included Sepulveda adjacent residents, citywide residents, commercial property owners, business owners, and commercial developers / financiers / real estate professionals who are familiar with the Corridor's economic health. The Work Plan project schedule is as follows:

  • Working Group Meetings (All meetings are open to the public)

 The Sepulveda Initiatives Working Group Summary Report (PDF) responds to the following Work Plan items:

  • Initiate a zone text amendment to:
    • Add incentives for the redevelopment of "opportunity sites" for hotels or mixed use developments;
    • Possibly limit (but not prohibit) new office uses using a cap, or a locational requirement, or allowing only in a mixed-use project; and
    • Update commercial parking requirements.
  • Amend the Sepulveda Boulevard Development Guide to include standards for addressing the commercial / residential interface on east / west streets, and at the rear of commercial properties.
  • Appoint a working group committee to work with Staff and guide policy alternatives.

Following completion of the Summary Report, staff informed the community of the Working Group's findings through various methods including social media, a notice in The Beach Reporter (PDF), and a Press Release (PDF).

The Working Group Report was presented to the Planning Commission on April 25, 2018 with Public Hearings on May 23, 2018 and June 13, 2018.

The City Council Public Hearings related to this project were held on July 3, 2018, July 17, 2018, October 2, 2018, February 5, 2019, and March 6, 2019.
