Purchasing Thresholds
Purchases of goods and/or services below $50,000 are accomplished through informal contract procedure by Purchasing staff according to the Municipal Code section 2.36.080 . City staff are allowed to purchase items valued at $5,000 or less with the exception of technology and furniture items.
Per the Municipal Code section 2.36.070, purchases of certain supplies, equipment or services of an estimated value of fifty thousand dollars ($50,000.00) or more shall be by formal sealed written competitive bids. There are two types of formal bids:
- Invitations to Bid are used whenever we can describe exactly what we need and are generally awarded to the lowest bidder.
- Requests for Proposals are used when there are other factors such as prior experience, references, personnel assigned to the service, responsiveness to specifications, and when overall best value are considered.
