The HICAP Volunteer Counselor is back here in Manhattan Beach to help you with your questions about Medicare. The state-registered Health Insurance Counseling and Advocacy Program (HICAP) volunteer counselors are part of the non-profit Center for Health Care Rights, and provide unbiased information, counseling, and assistance on Medicare (Parts A and B), Medicare Prevention Services, long-term care and much more. By appointment only.
