Lot 3 Parking Structure Project
LOT 3 PARKING STRUCTURE CLOSURE:
For safety reasons, the Lot 3 parking structure located at the corner of Morningside Drive and Center Place is closed to all pedestrians and vehicles. This closure is temporary and will be in effect until further notice.

November 2024
Lot 3 Demolition:
- Demolition of the Lot 3 structure is scheduled is currently underway. Work will take place between the hours of 6:00 AM and 6:00 PM Monday through Friday (including on Veterans Day).
- The demolition is anticipated to take approximately 40 working days to complete.
- The Council has authorized an agreement with American Wrecking Inc. for the demolition of Lot 3. Fencing has been installed, temporarily closing part of 12th Street north of Lot 3 between Morningside Drive and the western end of the structure.
- Plans to install a surface lot once demolition is complete.
October 2024
The Downtown Resident permit parking restrictions in the Hill Section was reinstated in modified form.
The City Council has directed staff to reinstall the two-hour parking signs (permit exempt) in the Hill Section neighborhood. However, given that the Lot 3 Parking Structure remains closed, both Downtown Resident Permit holders and Lot M permit holders are exempt from the two-hour limit. The signs have been reinstalled in the Downtown Resident Permit Parking Area, and the additional exemptions for Lot M Permit holders will be effective soon.
If you currently hold a Downtown Resident Permit, you must display it again to park beyond the posted two-hour limit.

32 Additional Parking Spaces
Tuesday, the City Council approved the creation of 32 additional spaces through restriping and lane removal. The marking of these parking spaces will be completed in the near future.
58 New Parking Spaces Coming Soon to Downtown Manhattan Beach – Here's Where
The City of Manhattan Beach announced that 58 new parking spaces will soon be available in downtown Manhattan Beach, offering more options for residents, visitors, and businesses. The effort is part of ongoing work to address the temporary loss of parking caused by the Lot 3 project.
The City's traffic and public works teams have been working to create these additional spaces, which will be accessible in the coming weeks. Here’s a breakdown of the new parking locations (PDF):
- Valley Drive (17th Street and 18th Street) – 14 new parking spaces
- Valley Drive (18th Street to 20th Street) – 21 new parking spaces
- Manhattan Avenue (14th Street to 15th Street) – 3 new parking spaces
- Manhattan Avenue (11th Street to Manhattan Beach Boulevard) – 4 new parking spaces
- Manhattan Avenue (north of Manhattan Beach Boulevard) – 3 new parking spaces
- Manhattan Avenue (10th Street to 11th Street) – 1 new parking space
- Parking Lot 1 (Bayview Drive at 10th Street) – 4 new parking spaces
- Manhattan Beach Boulevard (east of Morningside Drive) – 1 new parking space
- Parking Lot 7 (Valley Drive south of Manhattan Beach Boulevard) – 7 new parking spaces
The addition of these spaces is designed to make visits to downtown Manhattan Beach more convenient. The City Council will also consider adding 32 more parking spaces during its meeting on October 1.

Shade Hotel Valet Service
For restaurant patrons, valet parking is available at a rate of $10 for up to 3 hours, with an increased fee of $45 for extended stays. Please be aware that parking rates may fluctuate during large downtown events due to limited availability. Limited valet parking available for non-hotel guests. DEMOLITION AGREEMENT

U.S. Bank 2-Hour Public Parking Discontinued (September 13, 2024)
MANHATTAN BEACH, Calif. — Effective Sept. 13, 2024, the 2-hour public parking previously available at the U.S. Bank lot at 400 Manhattan Beach Blvd. has been permanently discontinued.
Visitors are encouraged to use alternative parking options, including nearby public lots and metered street parking.

September 2024 Update (September 9, 2024)
Effective immediately, the parking permit only restriction in the Hill Section (PDF) has been temporarily removed to allow for additional parking for visitors and employees of local downtown businesses.
The MB Shuttle service has ended as of 9:00 PM on Sunday, September 8, 2024. No additional shuttle services are planned at this time.
HILL SECTION PARKING RESTRICTIONS REMOVED (September 6, 2024):
As a result of the parking structure closure, the permit only parking restrictions have been temporarily removed in the Hill Section (PDF) as of Friday, September 6, 2024, to allow for additional parking for visitors and employees of local downtown businesses.
CENTER PLACE UPDATE (August 12, 2024):
As a result of the parking structure closure, Center Place will be closed to vehicular traffic starting, Monday, August 12, 2024.
August 2024 Project Update
Lot 3 (located at Morningside Drive and 12th Street) is anticipated to undergo a full redesign and new construction, and the City’s engineers have been regularly monitoring the condition of the structure. Late last month, during a routine inspection, significant structural issues were identified relating to the third level that required a more specialized review. Accordingly, the third level was closed immediately following that assessment.
An assessment conducted on July 30 by consulting engineers concluded that multiple parts of the structure are unsafe in the current condition, and that the structure should be closed off to vehicles and people. As a result of this assessment, the parking structure was closed for an indefinite period of time.
As of mid-August, Center Place has been closed to vehicular traffic. The fence surrounding Lot 3, will extend to the middle of Center Place, allowing for pedestrian access only. Delivery parking, grease trap cleaning access, and refuse collection has been modified due to the closure.
Manhattan Beach is dedicated to the safety of our residents, visitors, and businesses who rely on these facilities daily. We understand this closure may inconvenience many, and we are committed to resolving these issues swiftly and effectively to maintain the safety and well-being of our community.
HERE'S WHAT YOU NEED TO KNOW:
- Pedestrians: Center Place remains open for pedestrians to access businesses in the area. Right Tribe remains open and accessible via Center Place.
- Delivery Zones: The City will be providing temporary commercial loading zones on Morningside Drive and Highland Avenue for deliveries to local businesses, replacing vehicle access through Center Place.
- Alternative Parking: The City has arranged for free parking at two Pacific Elementary School parking lots at 1200 Pacific Avenue. You can park there for up to 8 hours and use the free MB Shuttle service to easily reach your destination. The shuttle runs every 20 minutes with stops at Manhattan Avenue and 10th Street, and City Hall on 1400 Highland Avenue. This free parking option is available to the public until August 18th. June 2024 Project Update
Out of an abundance of caution, City safety engineers decided to close the third level of Lot 3 until a further assessment can be conducted in August.
Built in 1971, Lot 3 predates modern building codes that include crucial seismic safety measures. The City Council identified the Lot 3 structure as a priority project and City staff has been closely monitoring its condition and weighing options for its replacement. A 2022 seismic assessment revealed typical deficiencies for a structure of its age, particularly between the second and third levels. City engineers have regularly monitored these issues and recently observed significant degradation, including rusting steel rebar and corroding steel columns, which compromise the structural integrity of the third level and have necessitated the closure of the third floor of parking in Lot 3. Additionally, the staircases leading from the second to third level have become hazardous for pedestrians due to rusted handrails and corroded support structures.
Manhattan Beach is dedicated to the safety of our residents, visitors, and businesses who rely on these facilities daily. We understand this partial closure may inconvenience many, and we are committed to resolving these issues swiftly and effectively to maintain the safety and well-being of our community.
Businesses in Manhattan Beach depend heavily on foot traffic and the accessible parking that this lot provides. City leaders are actively working to minimize disruption by exploring innovative solutions such as alternative parking areas, valet services, and shuttle services to ease the transition. The City is committed to supporting businesses during this period and ensuring a thriving business district during and after the repairs.

Starting Monday, August 19, a new stop at Manhattan Village will be added to the MB Shuttle route, replacing the Pacific Elementary Parking lots. The new park-and-ride at Manhattan Village is located on the second level in the Macy’s structure on the north side of Manhattan Village off of Rosecrans Avenue.
From there, guests can take advantage of the best of both worlds-shopping, mouth-watering food, and exciting entertainment at Manhattan Village and downtown Manhattan Beach- all while riding the free MB Shuttle service. The MB Shuttle runs every 30 minutes with stops at Manhattan Avenue and 10th Street and City Hall, 1400 Highland Avenue.

July 2024 Update
On July 8, 2024, the City of Manhattan Beach is launching a temporary Park and Ride Shuttle Service that will conveniently transport riders from Pacific Elementary to downtown Manhattan Beach.
This service will run through the summer and aims to ease traffic congestion and provide a hassle-free parking option for our community during the busy summer months.
Duration: Summer 2024

- Pacific Elementary School (8 hour limited parking available, Lot 1, 2, and M Permit holders exempt);
- 10th Street and Manhattan Avenue; and
- City Hall 1400 Highland Avenue

This temporary initiative is part of our efforts to replace lost parking as a result of the closure of Lot 3 in downtown Manhattan Beach. The shuttle service is free of charge and open to everyone. We encourage everyone to take advantage of this convenient option to reduce carbon emissions and alleviate parking challenges downtown.
