The City of Manhattan Beach is responsible for the repair and maintenance of approximately 100 centerline miles of streets, collectively one of the city’s most valuable assets. On a rotating basis, the city implements a slurry seal program in seven zones throughout the city. Currently, the city is focusing its slurry seal efforts on the northern portion of the Sand Section (Area 7). Current roadway surfaces display distresses that require crack seal and slurry seal applications to extend pavement life, improve safety, and reduce life cycle costs.

Slurry Seal is a mixture of fine aggregates and emulsified asphalt. This work will increase skid resistance, prolong pavement life, and seal all cracks, thereby reducing the opportunity for potholes to form and decreasing future street maintenance costs. The final end product results in refreshed pavements with new striping.

The main scope of work items for the project include:

Dig outs and patchwork for replacement/repair of asphalt potholes, depressions, and distressed areas;
Removal of lane striping, markers, markings;
Crack seal to fill cracks prior to slurry seal placement;
Slurry seal application, curing, monitoring; and
Striping placement

Close out - Area 7: North Sand Section

Construction is substantially complete. Project Closeout has begun.

Budget

Adopted Resolution No. 23-0003:

Awarding a construction agreement to Pavement Coatings Co. for the Slurry Seal Project encompassing the north area of the Sand Section (Area 7) (Project) for $1,188,249 and authorizing the City Manager to execute the agreement; and
Approving the Final Plans and Specifications for the Project; and
Authorizing the City Manager and/or his or her designee to approve additional work, if necessary, for up to $204,138.

Adopted Resolution No. 23-0004:

Awarding a Construction Inspection Professional Services Agreement to Z & K Consultants, Inc. for the Project for $52,224; and
Authorizing the City Manager to execute the agreement.

Appropriated an additional $177,448 from the CIP Fund for the Project's work at Manhattan Beach Unified School District (MBUSD) Grand View Elementary School

Allocated $326,822 from the Public Arts Trust Fund to reapply decorative crosswalks

In a City Council Meeting on January 18, 2022, Council:

Adopted Resolution No. 22-0005:

Awarding a construction agreement to All American Asphalt for the Slurry Seal Project encompassing the central area of the Sand Section (Area 7) (Project) for $673,275 and authorizing the City Manager to execute the agreement;
Approving the Final Plans and Specifications for the Project; and
Authorizing the City Manager to approve additional work, if necessary, for up to $134,655.

Adopted Resolution No. 22-0006:

Awarding an Inspection Services Agreement to Quantum Quality Consulting, Inc. for the Project for $50,830; and
Authorizing the City Manager to execute the agreement; and

Appropriated an additional $75,470 from the unreserved Pier Fund balance for the Project.

SLURRY SEAL APPLICATION

FREQUENTLY ASKED QUESTIONS

What time does the work start and end?	Work will occur daily between 7:30 AM and 4:30 PM throughout the duration of the construction project. However, the slurry seal application should last no more than one day directly in front of your house.
Can I drive, ride a bike or walk on top of the slurry once it’s been applied?	No. Slurry seal applications take time to cure (approximately 5 hours). Any surface impacts that happen before the street has had time to cure will leave a permanent mark on the street, as well as on your tires and shoes. Please do not drive, ride a bike, walk on, or allow your pet to walk on the slurry sealed street until the contractor has removed all barricades and traffic cones, which will indicate the street is open to vehicles and pedestrians. Access to freshly slurried streets is usually granted by 7:00 PM on the same day. On the day of slurry be sure to remove your vehicle from the street by 7:30 AM. Observe the date(s) on the NO PARKING/TOW AWAY signs carefully. Vehicles parked on posted streets will be towed in order to allow the work to commence as scheduled. Keep Children Away! The material used is of a brown color and can be very inviting to children. As it cures, it turns to a dark black and can only be removed from their hands and clothing with cleaning solvent available at a local automotive store.
Can I access my front driveway while the slurry seal application is underway?	No. Access to and from your driveway will be prohibited during and for some period after the slurry seal is applied. If you need to use your vehicle on the day slurry seal will be applied to your street, we suggest you park it on another nearby street outside the work area before 7:30 AM. We regret any inconvenience this may cause and thank you for your understanding.
Can I discharge water into the street that day? What else can I do to assist in the project’s success?	No, please do not water the lawn during the slurry seal operation day and 48hrs after it is completed. Running water will ruin the product. Whenever possible, please avoid turning your vehicle’s wheel while at a complete stop and making abrupt movements/stops since this could blemish the slurry application. Tire marks on the slurry application are natural, and the fixes for these typical occurrences are continual street sweeping, time, and careful driving habits.
