In March 2022, Property Owners from the proposed District 8 submitted 87 signed petitions in favor of undergrounding the overhead utilities throughout the district. The 87 petition signatures represent 63% of the 138 parcels in the district. These petition signatures were sufficient to advance the district to the next step in the formation process, since a City Council decision from the September 5, 2017 Regular Meeting established a 60% petition signature threshold for Districts 8 and 13.
At the July 5, 2022 City Council meeting, Council concurred with Staff recommendations and eliminated the Validation Survey requirement for Districts 8 and 13, and all future districts. Additionally, Council approved an appropriation for the Southern California Edison design fees for Districts 8 and 13.
The estimated timeline for utility design preparation is 18 to 24 months from July 2022, after which the City will work with the utility companies to obtain bids for construction. Once the actual project costs have been determined, each property owner will be provided the proposed assessment amount and will have the opportunity to vote for or against undergrounding during a Proposition 218 hearing.
