Overnight Parking (Beach Lots):
**Permits are only valid in the designated lot and are not for use at any other lot or for street parking.
- Overnight residential parking permits are available to residents for the Upper Pier Lots, the 26th Street Lot (Bruce's Beach) or the El Porto Lot (45th Street and The Strand).
- The cost is $30.00 each for three (3) months; up to two (2) permits may be issued per address (hangtag is transferable between vehicles).
- Overnight parking permits are valid from 6:00 PM to 8:00 AM, seven (7) days a week. Permit hangtag must be displayed on the rear-view mirror when parking in the designated lot.
Additional information per lot:
Upper Pier Lots - 65A: During the period from OCTOBER 1st through APRIL 1st the permit will be valid twenty-four (24) hours on weekends and holidays, with the exception of the following weekends: the weekend before Easter, Easter weekend and the weekend after Easter.
26th Street Lots - 65B: The entrance will be LOCKED at approximately 8:00 PM each evening and OPENED at approximately 6:00 AM each morning. You will NOT be able to ENTER the lot while it is locked, but you WILL be able to EXIT. During the period from SEPTEMBER 15th through JUNE 15th the permit will be valid twenty-four (24) hours on weekends and holidays with the exception of the following weekends: the weekend before Easter, Easter weekend, the weekend after Easter, Memorial Day and Memorial Day weekend.
El Porto Lot - 65C: The entrance and exit will be LOCKED at approximately 8:00 PM each evening and OPENED at approximately 6:00 AM each morning. You will NOT be able to ENTER or EXIT while the lot is locked. During the period from SEPTEMBER 15th through JUNE 15th the permit will be valid twenty-four (24) hours on weekends and holidays with the exception of the following weekends: the weekend before Easter, Easter weekend, the weekend after Easter, Memorial Day and Memorial Day weekend.
Downtown Area Override Permit:
- The Downtown Residential Override permit program was created to reduce non-resident parking in downtown residential neighborhoods. Residential override hangtags are available to applicants who reside in the approved Downtown area on a qualified street with restricted parking.
- Downtown Residential Override Zone (PDF)
- Each household is allowed two (2) non-transferable hangtags for vehicles registered to occupants of the residence, with proof of residence (vehicle registration required), and one (1) transferable hangtag for a guest vehicle.
- Permits cost $15.00 for the first hangtag and $5.00 each for up to two (2) additional.
- Hangtags are valid during the current two-year program term or until the resident no longer resides in a qualified dwelling unit for such override. **Note, Residential Override permit holder must still adhere to all parking meter regulations and other applicable parking restrictions such as street sweeping and red curb restrictions.

Mira Costa Area Override Permit:
- The Mira Costa Residential Override permit program was created to reduce Mira Costa student parking in adjacent residential neighborhoods during the school year. Residential override hangtags are available to applicants who reside in the Mira Costa area on a qualified street posted with restricted parking.
- Mira Costa Residential Override Zone (PDF)
- Each household is allowed three (3) non-transferable hangtags for vehicles registered to occupants of the residence, with proof of residence (vehicle registration required).
- Permits cost $15.00 for the first hangtag and $5.00 each for up to two (2) additional.
- Hangtags are valid during the school year for the current two-year program term or until the resident no longer resides in a qualified dwelling unit for such override. **Note, Mira Costa Area Override permit holder must still adhere to all other parking restrictions such as street sweeping and curb restrictions.
